Ryuk probably could just write L's name in his death note, except he doesn't care to help humans like you said he's basically a spectator and enjoying the show. However ryuk did kinda search for the hidden cameras that 1 time for Light, but that was because ryuk wanted apples and wouldn't get to eat any apples while the cameras were around. So you could just bribe ryuk with some apples and he would totally do it although for plot reasons they want to keep L around longer and they realized it would look very suspicious if L dies they would basically know Light did it because he was the suspect. So they need to keep L alive just so it doesn't look suspicious for Light
