It was the Nubian empire. The Nubians invaded and reunified, upper and lower Egypt and ruled for about 100 years before being ousted, and sent back to Nubia or Kush. Kush is modern day Sudan. Sudanese people are black. So technically, yes, black people did rule Egypt for a time.
