The fact that in MP, we have Weaver and Maya both against Grey and Carver maybe they are sleeper agents during this whole time and all of that was part of Eddie's Grand Scheme. And maybe the facility we saw in Campaign is linked to Richtofen where he has being a victim of MK Ultra.
Maybe the reason Samantha Maxis and Weaver were sent to kill Richtofen was because he was an experiment of MK Ultra and was believed to be a sleeper agent. Also since MK Ultra was used on him, he could've been seen as a liability.

And he believes in this āfakeā memory and was told it was weaver and the crew or at least people who look like them. Maybe thatās why weaver hates richtofen, because he never did anything to him.
