In October of 2021, Joshua Rorher was arrested for failure to produce ID, solociting alms, and resisting arrest. He is a homeless veteran with severe PTSD. He stands on public property and waves at people occumpanied by his service dog, Sunshine.
He is first confronted by Officer Maurice Taylor for standing in public and waving at people. Officer Taylor of the Gastonia, NC police department, accused Josh of panhandling even though he didn’t witness Joshua asking anyone for money. He tells Joshua to move along, and he complies. He tells Joshua that panhandling is against the NC State Statues but doesn’t tell him specifically which one it is.
Long story short, the encounter finally ends with Officer Taylor telling Josh he can not stand where he encountered him and tells him to have a good day.
4 days later a Karen calls 911 about Josh being in the same place he was confronted by Officer Taylor, and Officer Cierra Brooks is dispatched to talk to him. What you will see unfold is sickening. These officers have no heart. Why not just help Joshua and move along? Their ego’s won’t let them.
When Joshua is asked for his ID for violating the cities unconstitutional panhandling ordinance (which he wasn’t doing in the 1st place) – (panhandling has been upheld by the supreme court and 1st amendment protected free speech) he offers his VA identification, not his North Carolina Issued ID.
When Josh doesn’t follow Officer Taylor’s unlawful orders who arrived on scene moments after Officer Brooks contacts Josh, he proceeds to go hands-on. At this point, Joshua’s service dog tries to get to him to comfort Joshua. Officer Taylor then proceeds to taser Sunshine in the back after it jumped on the police car to help Joshua. He uses the excuse for tasering Sunshine that Sunshine bit him (I’ll let you decide if that happened or not).
This was the last time Joshua saw his service dog alive, Sunshine was found and returned to a friend. Sunshine later escaped to try to find him and was hit and killed by a car.
Joshua got his charges from his arrest dismissed, the body cam footage was finally released, and he has filed a lawsuit in the last few weeks from what was done to him. He is fighting to get rid of the unconstitutional ordinace Gastonia has against on panhandling & to get these Officers fired for his unlawful arrest (who were cleared for any wrong doing and are still of the FORCE). The person who cleared them of any wrongdoing is Officer Taylor’s father.

Ruled by supreme court, panhandling is not illegal. It is free-speech, and no ordinance can be made to outlaw panhandling only aggressive panhandling can be made into an ordinance.
