Licensing would be the thing. Do you have to have a state or local license to provide towing services to the public? Aside from normal business licenses, that is.
In some states – probably most of them – you need a CDL license if you're over a certain weight. And you need to have a hazmat endorsement if you were hauling something away with nasty materials. I would think if you were having to deal with hazmat then you'd want to be well educated about it. Taking classes for being a mechanic would be helpful.

A job like ours should first of all bring pleasure, secondly the operator should be 100% dedicated to what he is doing and last but not least, the rules should be followed so that there are no accidents. Whether you will be certified / licensed does not matter if you do not follow the rules of the game. If you don't wear signal clothing, if you don't secure the scene of the accident, if you don't cooperate with the authorities, if there are corrupt policemen, no matter how many schools there are, certificates and licenses, nothing will help.
