Mr. Streamer, I had the same bug concerning building new holdings, where it claims there is a tribal holding in your county. It's an UI issue only. I think it will let you build once you have enough money.

The "County X has a tribal holding" thing is a bug. It shows up on every holding when you try to build a new castle, city, or temple. Thankfully, it's just a visual bug – it will disappear when you can afford it.

In terms of realm management. Please increase country control in the counties you recently conquered. There's a mod that will automatically move your councilor to the county that has the lowest control. This directly effects levey and tax contribution.
Second, please increase crown authority. You'll need that in the future.
Pump all gold into your military. Then county buildings. And don't forget your court grandeur. You get some good buffs dependant on your monthly income.
Lastly, now that your a king, buff your military, revoke that title and accrue dread, go to war, increase control, and build your tax income. This will put you in a solid place to steam roll
And one day down the line, we'll have Holy-C juice boxes.
This is a fun series so far! Maybe you should try and consecrate your dynasty, after all what greater goal could there be for a man like Baguette than to be recognized as a paragon of his faith.

Absolutely shocked that as a good catholic man, our magnanimous king-count-duke-brother La Baguette hasn't been popping out more kids with his wife.
Personally I feel like Our Great Baguette'd one would be closer to his wife, or atleast know that one of the most important things for him to do, as one of the last great Karling men, and obviously the most pious and godly of them, it would be down to him and his blessed loins and wife to continue and expand back to being a great power, an even holier line of Karlings.

There's insanity and then there's stupidity
I believe the problem is that the Kingdom of Pisa is a titular title with no dejure landed titles under it, so claiming it didn't take away the duchy or county titles. Now you're in kind of an awkward position of being a single-county king with independent, dejure lands in France.
Also the "tribal holding" was a UI bug from the last patch. You just didn't have enough money. I think it's fixed as of yesterday's patch.
Venice is also a lovely Pisa Italy.
