I think it depends on the Primarch and depends on the Phoenix Lord. But yeah, It's possible. The more battle inclined primarchs would be a tougher.
Phoenix lords are at best named space marine captain tier. Maugan Ra is like named ultramarine captain tier but anything more than that seems like an exaggeration

It would be an extremely tall order for any phoenix lord. In lore (not tabletop) they are capable of insane feats too. Maugan Ra 1v1'd an avatar of khaine with his bare hands and wiped out an entire tyranid swarm single handedly. Unfortunately, I do think in general primarchs are a step above phoenix lords. There is an overlap however. None of the phoenix lords are probably beating sanguinius or russ. But the likes of Fuegan, Maugan Ra, Karandras or even Drastanta maybe could take on less battle inclined primarchs, like guilliman or lorgar, and stand their ground if not win. Asurman, my favourite phoenix lord by far, sadly might not win against a primarch. He struggled to defeat a keeper of secrets. A foe the Khan 1v1d pretty handily (if I'm remembering it correctly). Though admittedly, the keeper of secrets in question was a souped up version.
Honestly, I think its hard to give the win to phoenix lords for the simple fact that there isn't enough stories with them, while the primarchs have the entire horus heresy to lean on when it comes to their power scaling.

The art of the Dark Reaper shooting kind of seems like he grabbed some random little Eldar walking the battlefield, and wearing a skull, and is using their shoulder to stabilize the weapon.

The battle tendency op in the background hits harder than seeing your best friend die from a bolder in the shape of a cross.
Fuegan feat of killing 32 demon lords alone should warrant his ability to stand up to a primarch. I am fairly sure drazhar killed several custodes in a matter of seconds,and maugan ra shenanigans speak for themselves. The only reason I don't see them contending is the whole narrative of the eldar being a dying race is an excuse to have them lose in stupid ways. Looking at you gav Thorpe.
