I feel like this could be a cool Dark Ages, or dark fantasy setting scenario. With a few changes of course.
I've been considering running a Miskatonic Gangster Campaign using a number of Gangster themed Adventures. Including this and Missed Dues. So I'd glad you redid this video.
So, I think Sinister Secret of Saltmarsh would be a good lead in for Blackwater creek; especially as a starting scenario for new investigators. Now hear me out. I know that Saltmarsh is D&D while Blackwater Creek is CoC BUT it works. Not only is it a haunted house; it also features smugglers as the main protagonists. So let me break it down.
The PCs are waylaid by bad weather and cannot return home after spending Mardi-gras in New Orleans. Because the city is packed with tourists they cannot find a place to stay for the night as all the hotels, hostels and flop houses are full-up. Their best bet is the abandoned mansion outside of town that just happens to be haunted. A haunted house is better than the city streets during an unusual out of season hurricane.
The pcs arrive at the house and go through the adventure; which only needs a few changes. Ned becomes an insane cultist willing to “help” the pcs out. The smugglers become bootleggers selling their tainted whisky to people in the city. The handful of monsters presented in the module are clearly just mundane creatures that have been mutated by the whisky. They defeat the bootleggers and learn that they were transporting the tainted whisky from somewhere called backwater creek. Now the Pcs take the ship up to Blackwater Creek and start that adventure.

I got a question..since you have two hooks, is it possible to use the unused hook as a rival group? If they live, hey, you have a recurring foe to play around with!

I live in Missouri. We have Coldwater creek here.
Hey Seth, i’m going to run this with my gaming group, but I only have three players signed up and they are more interested in playing investigators versus criminals. The only issue is how much firepower is arrayed against them. So far we have a professor, a PI and perhaps a medical Dr. I thought about bringing an NPC veteran but I don’t know how that would make sense. Any advice?
