The mission NO LOVE LOST connects to one of the DLCs.
Just lowering the game's FPS to 30 should be enough to handle the cutscene zoom without modding it tbh. Anyway, I think that Niko's story about the children was something he observed as part of the war, not something he did.
I find Brucie so hilarious, great character
I love GTA4 but the worst part about this game are the bikes, GTAV did a much better work at bike handling.

Put longer videos
Make videos at least 2 hrs long
You have to be real gentle with throttle and breaking on bikes because GTA IV is too realistic lol if you hit any of them too hard, the sudden change in speed between the front and rear wheels causes the bike to spin!
I believe you cannot mod the game if it is bought in the rockstar game launcher though
Wanna know a fun fact? Contrary to GTA V where everyone you shoot dies, here they agonize and can be saved by an ambulance, and you will hear a lot of "I am down, please don't kill me" and stuff like that
What'chu talking about Brucie? He is the bestest, one of the funniest characters in the whole series!

If you take Roman’s cabs again, you should listen to the dialogue between Niko & the driver. It’s pretty funny. Also, make sure you pick up ammo you get from killing enemies in missions. Seeing you drive past all the ammo the bikers dropped was painful 😂
Edit; Also if you save in a bed, it refills your health anyway, so you won’t need to get food.
Set max FPS limit to 30, to fix the weird zoomed in cutscenes ❤
Try also visiting the gun shops. You can buy a bulletproof vest.
Despite how inconsistent Niko is as a character considering hes a tortured soul but hes in a GTA game so he has to be a psychopath, hes still rather interesting.
Also you can make gta 4 look less ugly by slightly bumping up brightness, more slightly bumping up contrast, and maxing saturation.
Tbh I wasn't a big gta 4 fan overall but Brucie is by far the best character imo. Love his scenes and hope he gets a part in gta 6.
GTA 4 stay the greatest GTA ever. U can immediately see they worked their ass off for this game
Niko Bellic : After you walk into a village and you see 50 children, all sitting neatly in a row, against a church wall, each with their throats cut and their hands chopped off, you realize that the creature that could do this doesn't have a soul.
The only mod you need is FusionFix, it adds a fps limiter in the game menu
