Karina, you should have taken a picture of the Truck's License Plate and reported the dumping of the fluid there. That could be dangerous. I know if people dump water with anti-freeze in it animals try to drink it and die (apparently it smells good to them and tastes sweet and then it poisons them). But that is green, so who knows if the blue stuff was going to murder stray cats and dogs.
