The US had actually put the forces in Hawaii on alert for war, as it was expected as of late November that the Japanese might attack any day. However, nobody who was in command at Pearl Harbor thought that the Japanese had the capability to attack the way they did, so almost everyone was still caught by surprise even though they were supposed to be on a war footing.
From the Oxford Dictionary: "Dud. Noun. A thing that fails to work properly or is otherwise unsatisfactory or worthless." In other words, "60% dud rate" means 60% of their bombs malfunctioned and either didn't explode, or exploded with much less force than expected.
In Japanese culture, they don't deal well with frustration. They double down.

Pearl Harbor caught us by surprise. So did 9/11. That’s why we have the best military in the world now and no healthcare.
A Japanese representative was actually to meet with American diplomats to prevent hostilities. They still attended the meeting just to trick the American government that they wanted to resolve issues between the two countries.
Without modern technology the bombers only used their eyesight. Also the weather was very cloudy. Dive bombers would have dropped during their attacks and likely didn't even see the ships before they released their salvos.

Attacked happened early on a Sunday morning. Off duty troops were home or on their way to church with their families. Casualties were not recovered after the Arizona sank. The area is open to the public as a historic monument and the Arizona is considered a tomb were the sailors are buried.

The Us believed hostilities with Japan were likely and concluded that a formal declaration of war and sighting of the Japanese fleet would preclude an attack.
The declaration of war was delayed due to issues of translating at the Japanese embassy and the sightings of the fleet were ignored. (A midget submarine and the air armada were both ignored).
It was also Sunday morning in the peacetime Navy pre world war 2. It was because of this the US military is the way it is now.

Japan had intended to notify the United States that they were at War just as the attack on Pearl Harbor happened but the Japanese Diplomats were delayed. The attack was a sneak attack and Pearl Harbor was added to the American saying to mean sneak attack. The saying that you got Pearl Harbored. So instead of the attack causing the United States to give up the sneak attack made the United States want to win even more and to add that attack to its memory.
I remember on 9 11 when the United States was attacked that it was said the United States had been Pearl Harbored again.
Best believe a surprise like this never happened again and will never happen again…
