Simple solution: Multi year NIL deals that are back-loaded and have penalties for leaving early.
Only allow a player to transfer one time without sitting out a year.
This would be an easy problem to to fix with multiple year paid contracts for recruits. If they produce than you can pull the money and not the scholarship if they want to further their education and at that point they can transfer. The NIL would die on the vine because companies would only be paying for sponsorships of those that truly deserve it like in the NFL. The big schools would obviously pay the most and get the players they are already getting but at least they can't steal the ones they miss

This is a silly conversation. These aren't Big 12 rankings – they're odds to win the natty, and no team in the Big 12 is going to win the natty. Below the top ten likely national champions, all the other teams' odds don't matter. Wrt the Big 12 specifically, Utah is the only school that has ever shown potential to actually deliver on a big season. Even when BYU has a great season, like this year, they'll lay an egg. (And I'm a BYU fan.)

Time to figure out how to make trades.
How does allowing players to play 5 to 6 years going to stop them from transferring from school to school every year? It doesn’t. Treat them as professionals/employees and sign them to contracts. And add “Non Compete” clauses where a player can’t transfer to another school in the same conference to it as well. Businesses have their sales/executives sign Non Compete agreements all the time.
It wasn't an NIL deal that Lucas had w Wisconsin. Wisconsin/ BIG 10 had players signing "Revenue sharing" fellas and that's illegal. It's pay for play! Schools are trying to pass Revenue Sharing but it doesn't go in front of Congress until April 7th.

The better thing to do is, the University Presidents need to fire the NCAA , putting a better governing body for Collegiate sports , because they are the main problem, they are money hungry!
Treat them like free agents. They stay or get penalized. Simple because they are academic atheletes…..so penalty must be just like if you signed a contract as an employee if you leave early you pay 20% fee penalty on top of total you were given.
