Just showing off the new quest added with 7.0, it unlocks after finishing the MSQ quest ‘Scions of the Seventh Dawn’, which is about 1/3 of the way into A Realm Reborn. It rewards you with a free Fantasia, and explains what they do. The quest giver is in the market district of Uldah.
