I don’t think people realize the intricacies of that joke.
His take on the "9 out of 10 worst people ever were white" is kind of off… From the history we know from the top 10 worst people 3 or 4 were white at most… not knowing world history doesn't make every bad guy white… Most of the slavers and mass murderer and torturer leaders in history were from South East Asia(Muslim world) or East Asia (China/Mongolia/Japan)… although only a handful(Mao, Ghenghis, Timur) of them can compete with Stalin and Hitler and Leopold II in pure numbers/leader, but there were more of them(a top 200 worst would look better for whites) …of course historical records aren't perfect… but when you look at leaders that brought in laws that we can consider to be better/nicer than what the rest of the world had at the time most of it does come from "white" people… like the abolition of slavery and actually forcing others to stop slavery too(well that was partly because of competition… but still), voting rights…
