By the way, today only the USA and Mexico can issue the Letters of Marque, Last I heard, the Rest of the UN threw that particular weapon Out of their toolbox.
Let's go! Under Hour Squad up!
Logistics wins wars just as well as strength of arms.
Edit: Also why waste your own forces when you can pay someone to take the enemy's stuff? Or make their stuff so expensive everyone else buys from you?
Queen Elizabeth the first would be proud.
Logistics logistics logistics

You can win a brilliant campaign on the battlefield, only to lose all your gains and more on the table after.
"All men can see the tactics whereby I conquer, But what none can see is the strategy out of which victory is evolved." – Sun Tsu, The Art Of War.
There's a story I remember from Vietnam. A North Vietnamese colonel had been captured by American forces. During interrogation, the American intelligence officer tried to demoralize the captive saying something like "You've lost every battle we've fought." The communist colonel nodded before responding "That may be true. It's also irrelevant."
I don't know if this really happened, but it is true. In the end, the US war effort became politically untenable. American forces withdrew, and Vietnam was united under the communist forces. War isn't about winning battles. It's about achieving your national objectives.
Armies don't win wars, logistics do. No army can march on an empty stomach, no army will march if their gear is falling aparty before they even leave home. Logistics wins wars.
Winning the war by losing every single battle and even surrendering.
Machiavelli is proud.
