If you have the right build you can drive the level 100 for quite low damage, although pretty similar to auto. This video shows the target path, build, and a discussion on the high-evade flag. Hope it helps and feel free to share.

what do you do when you are a relatively new player who doesnt have the tech to build an evade ship?

Hey Derpy. Long time listener, first time caller.
Instead of the whisperwave on the flag, I used another evade upgrade and made up for the 30% lost combat speed by using six of the 10% speed mortars (D75-V) rather than the 5% cannons.
Seems to provide the same movement with a bit more evade. The only downside I see is it adds 16 mins (normal) repair time.
