13:10 to answer this question, The Iceberg Lounge was being built during the events of Arkham Origins, you can find blueprints for it in Cobblepots office on the Final Offer and by this point in time, Cobblepot has officially opened up it up claiming that he has ‘Gone Straight’ and is currently in Gotham after turning over enough evidence to put Falcone away for life in Blackgate which was enough to get him early release. You can even call the Iceberg Lounge’s phone number to get a voice message from Cobblepot.
I do like that The Joker in this game is more of a cameo then having a big role like in the other Arkham games and when you do visit the Solitary area again later, you’ll be very surprised. Also yes, Rita Farr (Far) is the superheroine known as Elastiwoman and is a prominent member of the Doom Patrol team.
