Most of Western legal, institutional, economic and foreign policy are still framed by the Westerners' sense of entitlement and supremacy due to their imperial past. Hence, the colonial past is still alive ideologically in many Westerners' worldviews, especially those who have political and economic power. The reason why there is immigration to former Imperial nations is because the same countries still perpetuate colonialism through other means.

Democracy in Africa leads to widespread corruption, mismanagement, inefficiency, and poverty. What each African nation need is a Colonel Muammar Ghaddafi-type ruler to manage their country efficiently to develop the country and get them out of poverty … This applies to many third-world countries outside Africa too.
