The reason behind the seemingly ignorant behavior of the governmental employees is that they are suffering from personality disorders (in the old days they would be called crazy, and be locked in to protect the people). Their main motivation behind everything they do in life is the same: Attempting to hide from themself and others that they in fact are crazy. The secondary reason is feeding on people's energy.
It is imperative for the future of your country and the safety of your citizens that everyone gets educated about understanding the behavior of crazy people and then make sure crazy people are removed and prevented from holding positions in society, where their decisions may affect others (including flora and fauna)! It is very dangerous to think that these people can be educated! Any attempt to educate them will trigger their fear of evaluating themself (taking responsibility/accountability). They will feel an existential threat when confronted. Everything they do after that, will have the end goal of total destruction of the threat. Crazy people cannot have logic and rational thinking or the ability for empathy. Every psychologist in the world gives the same advice when confronted with a crazy person: Do NOT argue! Do not ask "why?", Do not attempt to criticize or hold them accountable. They will do anything to avoid it. Even in rare cases, kill!
Also, they feed on your energy when they are harassing you. Forcing you to spend your resources in court, occupying the time for 9 people in court, and costing other people grievances and money to pay for that, makes them feel in control and superior. They thrive on destroying and harassing others. Because they feed on the energy people give away when they feel frustrated, angry, sad, or hopeless. This is why every society in the history of the world (except the modern USA) has made a great effort to lock these people in to protect the rest. At some point, you Americans were deprived of that information, and now the crazy people are in control. You are literally living in a madhouse controlled by narcissists and psychopaths. And they have been changing school education, social consciousness, laws, regulations, and law enforcement to protect themself against people with empathy. They have created a society where empathic people are kept ignorant and trapped so that they in any moment can choose to prey on them. The resemblance of the novel "Animal Farm" by George Orwell and your society at this time is freaking scary. You should all read that novel to start the "wake-up process". Your society is just like a toxic relationship with a psychopath. When you are in it and uneducated about it, you do not question it. You have been brainwashed and gaslighted for too long. The only way out is to learn about crazy people. Start looking at YouTube videos about narcissism. That is your red pill!
Red Light Cameras = Target Practice.
We had something like that speeding ticket/red light ticket scam going on here in Maryland. The speed cameras were changed to measure improper speeds and they went off before the red light went on. This went on for at least a year or more. Thousands of people got fraudulent tickets and fines because in court, you can't question a camera. This is a violation of your rights. If a camera is your accuser, you have the RIGHT to question your accuser. I know the courts did a little legal swerve to get around this right of due process, but that doesn't make it any less of an absolute violation.
Ruth discovered and proved that this isn't an isolated incident in my state. It is probably happening all over the country, and this is why we deserve our day in court and the ability to question and cross-examine our accusers.

His tactics are more "in your face" than the way you handle things BUT his intentions are the same as yours and you should support other activists that are fighting the same fight as you are !
