Maybe I’m missing something, but why did you select capped ballistic AP shells for the 5” guns on the destroyer if you selected Max HE proportion for the ammo? Like it is going to have 100% HE shells.

the main belt looks to be calculated before you put the funnels down, so they're so light because the designer is wisening up and shrinking the main belt after they're placed. try putting down a fore and aft gun before funnels to maintain the main belt. course they're probably still the lightest option. oh you silly game you

The weird thing with those funnels on the BC os that they dodnt add weight, they reduced the weight by a few hundred tons.
With the Mangaratiba class destroyers you wasted weight on the funnel and on inducing the engines which really didn't need it, they're sitting at 839.2% efficiency. If you down-rate those a bit you might be able to get back the six torpedo layout.

Why not 2×3 + 2×2 turret? Still 10 gun but you would have removed 1 rear turret and barbet and an overall smaller lighter ship.

Building BC's makes far more sence since DiP lets you armour them as you like and make them fast, while the standard game restricts BC armour in the early game
I do wonder if 3 triple turrets would be more cost effective in terms of weight than 5 twins.
Grabbing Panama is a great move as that canal is so useful
Perhaps an option for DiP is to let the player restrict the number of new countries so the entire world isn't in flames all the time

A review of the Luoco Class Battlecruiser:
The warship displaces a maximum of 31,000 tons at full load, and features ten 14 inch guns mounted in five twin turrets with 6 inch guns for secondary firepower in an ABWXY configuration. The vessel is capable of speeds up to 30 knots as standard with previous classes by the Brazilian navy.
Maximum armor thickness can reach 14 inches in the conning tower and turrets, while maintaining at least 12 inches at the main belt.
The vessel is estimated to be around 100-130 meters in length, with a beam of around 20 meters and a draft of 8 meters.
Superstructure array is typical of Brazilian design and can be distinguished by a squat main tower, two medium funnels and a modest rear tower.
Overall, the vessel is another manifestation to the Brazilian Fast Battleship Doctrine that demands a swift battle line for rapid response to any threat to the state's territories at home or overseas. Unverified intel of a second battlecruiser of the same class to be laid down soon.

Naval: The Türk Deniz Kuvvetleri has seen precipitous decline, but is still the eleventh largest navy in the world. Its budget however is the fifteenth largest in this and the fleet has one battleship. There are likely other minor powers with larger fleets.
Army: At just 55 thousand men the Turkish Army is one of the smallest remaining, and is struggling against multiple invasions.
Concerns: There are no interest in helping to dismantle the sick man of Europe.
Ellinikí Dimokratía
Political/Economic: Greece, or actually just Crete, has fallen for great hope in liberating the Balkans from Ottoman rule to a single island. They are the fifteenth economy in this list. They are at war with Britain, France, Germany, America, Italy, Austria, Japan, Spain, Portugal, and the Netherlands and continue to exist because they are being ignored. They have no oil production.
Naval: Their naval budget is fifteenth on this list and they are building two ships. The Navy is greatly despised on the island for press ganging fishermen.
Army: The Greek army is one division strong.
Concerns: There have been some suggestions made that a colony in the Mediterranean might be advantageous.
Russian Republic
Political/Economic: From a peak of 35 provinces the post-Soviet Russian Republic has declined to 25, through still the 5 largest number of provinces, they are now the sixteenth economy in this list through the fifth largest oil producer. Their loss of the Ukraine to Germany has cut off their land connection to their Balkan provinces. They are at war with America, Japan, Spain, Portugal, and the Netherlands.
Naval: The Russian Navy is the tenth largest in the world, but with the twelfth largest budget. They have no capital ships and only one ship under construction.
Army: The Russian Army is the eighth largest in the world but has the eleventh largest budget, giving them the tenth best logistical system.
Concerns: Russia has bad relations with Brazil but is not much of a concern at this time.

Naval: They maintain the seventh largest navy in the world with the Österreichisch Kriegsmarine. Their naval budget however is thirteenth in this list and their naval technology fourth rate. They have seven armored cruisers as their largest ships, with nothing under construction.
Army: The Österreichisch Kriefsheer is the twelfth largest in the world, with a consummate army budget. Their logistics however is poor.
Concerns: It seems with their new ports on the Adriatic the Österreichisch Föderative Republik may be stabilized.
Reino de Portugal
Political/Economic: Bereft of their homeland, the Kingdom of Portugal exists as a government in exile operating from their colonies. They are still the eleventh largest economy in the world and the twelfth largest number of provinces. They are not an oil producer. They are allied with Germany and Spain and are at war with Russia, Turkey, and Greece.
Naval: Portugal maintains the twelfth largest navy of the powers listed. The Marinha Real Portuguesa consists of six ships, the largest an armored cruisers. They have nine under construction. Their naval budget is the ninth largest in the world, reflecting the importance of the navy to them. Their naval technology levels have been climbing, though they are still only third tier.
Army: The Portuguese army is the fifteenth largest in this list, with the fourteenth largest budget. This make them one of the best logistically supported armies in the world however.
Concerns: The liberation of Portugal itself is obviously a goal, but the reunification of all the colonies under Brazilian rules is also being considered.
Daehanminguk
Political/Economic: A republic since before 1910, the Republic of Korea is the thirteenth largest economy in the world, but has recently lost two provinces and is down to three. They are allied only to France and are at war with Germany, America, Japan, and the Netherlands. They have no oil production.
Naval: The Korean fleet is now to one protected cruiser of recent construction. Their budget is the fourteenth in size on this list. The navy is ill regarded.
Army: Korea has the thirteenth largest army with the thirteen largest budget. Their logistics systems however have fallen apart with the lack of naval support.
Concerns: It is likely we will see Korea disappear as an independent nation within the decade.

They are currently at war with America, Japan, and Turkey, but are allied only to Arabia. They have flirted with various other alliances over time.
Naval: The Regia Marina is the third largest navy in the world, with three capital ships, one of these designated as a battle cruiser type, though the capabilities are unknown. Their naval budget is the seventh largest in the world.
Army: The Regio Esercito is the seventh largest army in the world, with the seventh largest army budget, giving them the fifth best logistical support.
Concerns: Since its defeat in the first and second Italian-Brazilian wars Italy seems to have decided not to venture into the Western Hemisphere.
Dai Nihon Teikoku
Political/Economic: The Empire of Japan is the eighth most powerful economy in the world, but is a state of decline, having lost a core territory and currently being at war with France, Russia, Italy, Spain, the Netherlands, Greece, and Korea. They have good relations primarily with the People’s Republic of China.
Naval: The Dai-Nippon Teikoku Kaigun is the fourteenth largest navy under review, and likely much lower in the overall list considering other countries. At this time they have one 1420 ton destroyer. The reputation of the navy is very bad yet they have the eight best naval budget and peer naval technology.
Army: The Dai-Nippon Teikoku Rikugun is the ninth largest army in the world, and their budget is the eighth largest. This, and the fact they are defending their home islands, gives them the sixth best logistical system.
Concerns: Japan represents no concern to Brazil.
People's Republic of China
Political/Economic: Communist China is the ninth largest economy in the world. They have the seventh largest number of provinces, at seventeen. Their economy is in recession because of, well, communism. They are at war with Germany, America, and Austria. They constantly try to force Brazil into war, but they are on the other side of the Pacific. They have no alliance at this time. They basically have been at war since they overthrew the Qing Dynasty. They are the fourth largest oil producer in the world.
Naval: China maintains the eight largest navy in the world with the People's Liberation Army Navy despite the fact their budget is the eleventh largest. Their naval technological stading had declined to fifth rate recently, but they have two battleships, at least one of which dates from the 1910s, and one capital ship they call a battlecruiser. Its capabilities are unknown. They maintain the largest number of naval personnel, primarily as a check on the Army.
Army: The People's Liberation Army Land Force is the second largest in the world, appropriate for the world’s largest populace and the seventh largest number of provinces. Their army budget however is the ninth in the world and thus their logistical system ranked the thirteenth, near the bottom.
Concerns: The People’s Republic make not effort to maintain good relations with the Estado Novo do Brasil and Brasila makes no effort to maintain good relations with them.

Political/Economic: Remarkably successful in 1896 to 1915, notably taking the Kingdom of Portugal, Spain has stalled out, bu tis the tenth largest economy in the world and the ninth largest oil producer. They have 22 provinces, sixth overall. They are at war with Russia, Japan, Turkey, and Greece, which means they are pretty much punching down. They are part of the English Channel Entente with alliances with Britain, France, Portugal, Austria, and the Netherlands.
Naval: The Armada Real Española is the fifth largest in the world, but their naval budget is only the tenth. They have not built a new ship in two years and have only two 1900 era battleships. Their naval technology is fifth rate and has been since 1910.
Army: The Ejército de Tierra is the eleventh largest in the world, and its budget is the tenth largest. Their extensive list of colonies around the world means their logistics system is in a shambles.
Concerns: Spain still has island provinces in the West Indies, making it a subject of interest.

France is the seventh largest oil producer in the world. They are currenly allied with Britain, Spain, and Denmark, and are an active member of the English Channel Entente, rejoining in 1896. They currently are at war with America and Turkey.
Naval: The Marine Nationale the largest fleet by displacement, but the fourth largest naval budget. They are not currently building any warships. They have five battleships and three battlecruisers which are at least two years old. They are amongst the most technologically advanced in naval systems and design.
Army: The Armée de Terre is the fifth largest in the world, but the Army budget is the third largest. This still have France as the seventh in terms of logistical support.
Concerns: France has one province on the South American continent and islands in the West Indies.
Estado Novo do Brasil
Political/Economic: Brazil is the fifth largest economy in the world, and growing well. We are only ninth in the number of provinces. We are the eight largest oil producer in the world. Brazil is currently allied with Germany and the Netherlands. Brazil has not been at war since the conclusion of the Chilean Campaign.
Naval: The Marinha de Guerra Brasil is the sixth largest navy in the world, with only four capital ships but all battlecruisers, with another under construction. Our naval budget is the fifth largest, and our naval technology is on peer with the most advanced countries, though the mix of capabilities are probably different.
Army: The Exército Brasileiro is the tenth largest in the world, but highly experienced. With the fifth largest army budget Brazil also enjoys the best logistical support system for its army in the world.
Concerns: Brazil is constantly under pressure from jealous nations around the world, and tries to maintain good relations where it can. The Marinha de Guerra believes its mix of ships, and its recent experience with the Brazilia class, makes it a peer navy in the world. However further territorial gains may be difficult is European powers continue to control the northern coast of the continent of South America.
United Kingdom of Great Britain and Ireland
Political/Economic: Britain has the sixth largest economy in the world, though they have the largest number of colonies and have been growing them since 1894. The monarchy is stable. They are the third largest oil producer in the world. They are allied to France, Spain, and the Netherlands, and are once again a member of the English Channel Entente. They are also allied to Mexico and the government in exile of Venezuela. They are at war with the United States of America and are attacking the continental United States in New England.
Naval: The Royal Navy is the fourth largest in the world, with six battleships. However they have not built a new ship for at least two years, and have no battlecruiser class. Their naval budget is the sixth largest in the world, but their technological status is now second tier. The Royal Navy enjoys a solid reputation with the British people.
Army: The Royal Army is the largest in the world, but the budget for it is the sixth largest. With their commitments climbing the Royal Army is being shortchanges in modernization and logistics.
Concerns: The British has a significant footprint in South America and the West Indies, as well as the Dominion of Canada. The later may be out of reach but if the British do not modernize their fleet, they will become vulnerable to defeat.

They are currently allied to Brazil, Britain, Germany, and Spain. Their relations with France are good but not considered to be a full alliance. The Netherlands is currently at war with Russia, Japan, and Korea, and have recently made peace with Greece.
Naval: The Nederland Koninklijke Marine is the second largest in the world but their naval budget is the largest. They have two battleships and three battlecruisers, capability unknown. Their level of naval technology is amongst the most advanced in the world.
Army: The Koninklijke Landmacht is the fourth largest in the world at 2.75 million men. Their Army budget however is the largest, and Netherlands logistics support is third in the world.
Concerns: Brazil is allied with the Netherlands, and their Koninklijke Landmacht was significantly involved in the defeat of Chile during the Andes campaign from Bolivia and Argentina. However they have established a significant footprint in the north of the South American Continent.
Deutsches Kaiserreich:
Political/Economic: Germany is the second largest economy in the world. They have the fourth largest number of provinces, 29, and have increased since 1901 by 22. They are the sixth largest oil producer. They are politically stable. Currently they are allied to Brazil, Austria, Portugal, Netherlands, and Sweden. They are at war with America, Turkey, Greece, Korea, and now China. They recently made peace with Japan and the Russian Republic.
Naval: The Kaiserliche Marine is the ninth largest navy in the world, with one battleship active. Their naval budget however is the second largest, but they are not building any ships at this time, though they have five under repair. They do not have a battlecruiser type ship.
Army: The Deutsches Heer is the third largest in the world, but their army budget is the second largest. However this gets them only to the fourth best logistical system, with their extensive forces in their colonies suffering from supply and repair problems.
Concerns: Germany has no significant presence in the Western Hemisphere. Their possessions, notably in Africa, would not likely be the first priority if Brasila decided to attempt to gain provinces there.
United States of America:
Political/Economic: The U.S. is currently the third largest economy in the world. They are the eighth in number of provinces, recently losing two and dropping to 16. Their oil production is second only to the Netherlands. They are allied only to Bulgaria, which they have been since 1893. They have tried to be allied to Britain, even being a member of the English Channel Entente in 1901. However now they are at war with Britain, France, Germany, Russia, Italy, Austria, China, Turkey, Greece, and Korea. The last three are remarkable as they are basically at war with the six. Yankee diplomacy can only be described as moronic.
Naval: The U.S. naval budget is the third largest in the world. They however do not have any warships in their navy nor are they building any at this time. Nor do their two “Oceans” protect them. They seem to be spending their money on naval technology, and theirs is as good as any other country, if they’d just build with it.
Army: The United States Army is the sixth largest in the world, and their budget is the fourth largest. Their logistical system is nearly collapsed from a lack of transports and the means to protection them.
Concerns: The United States recently bought themselves out of a war with Brazil which would have seen them lose Panama and the Galapagos Islands. Brasila still sees these, along with the Hawaiian Islands, and valuable gains to be pursued, and certainly do not wish to seem them fall into the hands of the British or the Netherlanders.
America Choses Peace 15:16:

The United States of America has offered the Estado Novo do Brasil a Christmas present of $241 million to improve relations between our two countries. Brasila’s campaign to gin up an excuse to get the U.S. out of Central America and the Pacific islands has collapsed as the nation accepts this American largess.
Re: Design of the Louco class of Cruzadores de Batalha. 08:53:
Bureau of Construction and Repair, Design Division: Bureau Report: 16-Jan-1916
Brief: The Louco class will consist of one Cruzadores de Batalha designed to a target displacement of 31,000 tons and a top speed of 30 knots. The Nederland Koninklijke Marine and Marine Nationale, two of the world’s most powerful navies, have both been reported to have built Cruzadores de Batalha, though the French being French call them Grands éclaireurs d’escadre and the Dutch are vasilating between Slagkruiser and Grote verkenner van het squadron. The Marine Nationale had three as of February, and the Nederland Koninklijke Marine one. To stay ahead of these potential rivals the Louco class will be the first Brazilian ship to operate entirely from fuel oil. The class will have five twin turrets, increasing its fire power by 25%.
Propulsion: The class has three steam turbine engines provided steam by three induced draft boilers burning new fuel oil vented though two funnels generating 49,653 indicated horsepower turning three screws for the required top speed on a design displacement of 30,767 tons fully loaded with a balanced rudder turned by electro-hydraulic power for an operational range of 8,131 nautical miles. The class carries petrol auxiliary engines for emergency power.
Armament: The class' main battery is five twin turrets mounted with a super firing pair fore and three super duper firing aft bearing 14"/40 Mark 2 guns with 14" face, 4" top, 14" barbette Harvey armor, turned by advanced hydraulic power with enhanced reloading, using advanced Coincidence range finders, and with anti-flash hatches, internal shell handling, and thicker barbette armor. The main magazine carries a balanced load of standard sized 50% Base Fuze HE and 50% Improved Capped Ballistic AP shells using Cordite Medium Burn as the propellant and Amotal as the bursting charge. The secondary battery is eightteen casemates mounted nine per side bearing 6"/45 Mark 3 guns with 4" face and 0.5" top Harvey armor. The secondary magazine carries a HE heavy standard load of standard sized 62.5% Base Fuze HE and 37.5% Improved Capped Ballistic AP shells.
Protection: Krupp Cemented armor is clade with an added belt and deck layer 12" on the main belt, 3" on the extended belt, 4." on the inner belt, 3." on the main deck, 1.5" on the extended deck, 1.5" on the inner deck, 4" on the superstructure, and 14" on the conning tower. The Class has a double bottom hull, reinforced bulkheads separating extensive compartmentation, counter-flooding systems, improved pumps and piping for flooding reduction, and double layer anti-torpedo bulges. A crew of 1447 officers and enlisted men will be provided standard quarters. The class carries an advanced radio communication system.

Brief: The Mangaratiba class will consist of six Destruidores designed to a target displacement of 1,500 tons and a top speed of 34 knots. With the Marinha de Guerra Brasil's increasing responsibilties a more capable Destruidor class is required. This will introduce the 5" guns to the class.
Propulsion: The class has three steam turbine engines provided steam by three induced draft boilers burning new either coal or oil vented though one funnels generating 2,654 indicated horsepower turning two screws for the required top speed on a design displacement of 1,499 tons fully loaded with a unbalanced rudder turned by electro-hydraulic power for an estimated operational range of 5,871 nautical miles. The class carries petrol auxiliary engines for emergency power.
Armament: The class' main battery is four single mounts in super firing pairs fore and aft bearing 5"/38 Mark 3 guns with 1.5" face and 0.5" top Krupp cemented armor, turned by electro-hydraulic systems with enhanced reloading, using advanced Coincidence range finders, and with anti-flash hatches, internal shell handling, and thicker barbette armor. The main magazine carries an HE heavy standard load of standard sized 62.5% Base Fuze HE and 37.5% Improved Capped Ballistic AP shells using Cordite Medium Burn as the propellant and TNT as the bursting charge. Two dual Mark 2 deck torpedo mounts launching a reduced load of 21" torpedoes with compressed air aided combustion rounds out the armament.
Protection: Krupp Cemented armor is clade 0.8" on the main belt, 0.4" on the extended belt, 0.2" on the main deck, 0.1" on the extended deck, 0.4" on the superstructure, and 1" on the conning tower. The Class has a double bottom hull and reinforced bulkheads separating normal compartmentation, counter-flooding systems, improved pumps and piping for flooding reduction. A crew of 104 officers and enlisted men will be provided cramped quarters. The class carries advanced radio communication and the new Hydrophone detection systems.
