You can’t, seriously with no exceptional situations like sitrus berry you still can’t, simply put: Rattata cannot learn quick attack until level 4 and it is not an egg move ( cannot hatch a rattata by breeding and have it hatch with quick attack )

It would be interesting if Endevor worked proportionally rather than absolutly. By that I mean, if it brought the opponent to the same proportion of health as the user.
It would break FEAR somewhat, since depending on your pokemon, 1HP a varying percentage. Like if your Ratatta has 6HP, then 1HP is 16.6% of your HP and bringing another pokemon down to that percentage from say 400 would leave them at 67HP, which isn't close enough for a level 1 Quick attack to deal damage.
I juat think it is interesting to think about.
