The bit about Shire being a vague name is because etymologically it basically is supposed to mean 'province' so shire can mean province of any land π for Tolkien said that shire is anglicised name from westron SΓ»za is the Westron word for "province, sphere of occupation, division of a realm" …and well the maps in Middle-earth…the map s only complete post factum π people in-universe either have obsolete maps or fragmentary ones (it's not like there are cartographers updating the maps constantly π and the Shire as the 'land of the Hobbits' is not widely known…..THAT'S THE WHOLE POINT :). That is the one reasonable and lore appropriate element.
