There was a TMNT TCG! Upper Deck made one in 2004. They only released one small set.

Apparently according to your numbers my case is terrible with only 1 unique foil out of 4 boxes. 😢
I've heard beta is print to demand based on pre-orders and orders from distributors that stores order. There is now a countdown clock on Sorcery's website. As of this posting there are 23 days left to pre-order. That tells me beta is print to demand.
They are replacing all the Frank Frazetta art work cards because of licensing reasons for beta.
