In the 41st millennium, anyone who isn't important is just a number on a data slate. A number that can be replaced. Anyone of note such as a commissar or general a statistic that attracts slight pause and only the super important such as a Rogue Trader, Inquisitor or high ranking offical is valued enough that their death would be considered a case of "we messed up!"
