Yes there must have water logged lakes and rivulets in Mars. But the lack of vegetations or lush mini forests slowly evaporates surface water thereon. Add to that the Solar wind, and dry surface prevailed.

I don't see the sense in living on Mars when we already have our earth to live on. I do agree with space tourism and maybe we could relocate temporarily or live somewhere as a small group, but fully restarting all over again is just not reasonable.
Let's take the money we're spending on space exploration and put it to use improving Earth, where we actually live.
