Plate armor offers the best protection, but greatly slows down settler movement and production speed. I find the best compromise, when keeping settlers in armor all the time, is steel mail armor. Decent protection for archers without the extra weight and movement penalties of plate armor.
Players have been wishing for an easier and quicker way for settlers to get armor on at the start of an attack since the game entered early access since it isn't always convenient to get to defensive positions and get armor on while making their way from wherever they were working. I saw a player suggestion on the game forum about being able to schedule settlers to stand watch to give some advanced warning of surprise attacks. That would certainly make it easier to actually wear caps and straw hats instead of helmets and to store the armor and weapons most of the time.
