As a Dredd comic reader from way back I actually loved the Stallone version. Lots of Easter eggs and familiar characters. Dredd was great too. Really time for a hbo style series.

I love the 1995 movie better than Dredd even though it was more faithful to the comic.
The silly parts of this lore is that if any of it were real, all the numbers would be different. If there was a city that dense that size, it would easily hold the entire current world population. If unemployment was that high, mass starvation would result and there would be no government to fund judges. And if you compare crime stats given in the movie to population figures, the crime rate is low and not the warzone depicted. Let's just face how all the numbers given were simply pulled out of a hat and none of the fantasy universe reflects the reality of potential megacities.

There is no debate. The 95 film is a mess. Canonically Dredd never takes off the helmet and they chainsaw through legendary characters with the abandon of a child with ADHD.
