Storm shadow has a turbo jet engine. Sea skimming missiles use rocket motors. The latter are more destructive to ships because the solid rocket fuel gets scattered inside the ship.

The Ukrainian Drone boats did not have proper self destruct systems on them which is why they drifted ashore intact and Elon Muck probably knew that. He probably warned them that it compromised the system if captured intact. The system does not wipe the internal data and addresses. I suspect someone on the drone boat resigned or was fired. They have changed tactics.
If the Russians have developed countermeasures or uplink detection then taking Starlink off line at critical times will negate the countermeasures. I suspect this is all top secret and the people attacking Elon either don't have clearance or the attacks are psychological warfare on Putin and his people.
