This quest is started at the stable near death mountain near the shrine, in a cave.
Why would you lie about that? You can't get the outfits without obtaining them once
To get this without the amibo you need to do a side quest

Actually, you can only buy the Fierce Deity outfit after finding them spread acrossed the depths, in their respective mines. In the sky, you can obtain "Old Maps" which reveal the locations of Amibo outfits & weapons in the depths. Each map reveals a mine, and there's a mine for each and every Amibo outfit and weapon. Also, you can obtain the Amibo outfits & weapons from their respective Amibos, from which also unlocks them from the poe trader.
