Why not appeal the zoning ordinance since abiding by it causes harm to owner yet not abiding by the law causes zero harm. Also start online petition by 1 of many websites.

She can get a variance of the code thru the board of zoning adjustments. If she is denied, she can appeal to the council. Her next step is a petition and help from her Councilmember to get the variance process going.
I hope she can get the word out and get the help she needs. I can't believe that people would complain. I live in a very urban area and we had two racoons this summer for a few weeks, residing in our back yard, trying to get our chickens. Chickens are legal in the city. Then we have had some skunks recently. The more development the more we're going to get animals trying to survive.
Hoping the state works with her, nothing worse than seeing someone who helps the community get punished.
