This reminds me of a 2d puzzle game from the early 2000s with a similar premise except penguins instead of humans and various devices such as trampolines and canons instead of arrows. Remember the first time I accidentally set up a recursive loop that just shot penguins into the wall over and over again, nearly pissed myself laughing.
