No one owns anything to be honest. Matter of fact I will say that Man has not created anything in all of history, but houses on land that was here before Humans. Like how can anyone own something that they did not create?

Until the issue of lunar dust is resolved, no one will be doing anything much on the lunar surface. The stuff literally deteriorates spacesuits and machinery. It is why our astronauts spent such short time on the moon.
Its so surprising that you avoided the achievements of India in Moon exploration For your information India is the first country to discover water in Moon and in the verge of landing it's Chandrayan3 in the South pole of the Moon which no country has achieved so far.
