Deathguard should be lower.
Vanguard would be good for their OC if they weremt just double price guardsman.
Grey knights have the 3rd lowest win % in the game right now. 37% win rate is rough and not as high as you ranked them.
Im just going to pile on the DG is bad train. Following the tournament results since the start of 10th the only weekend they got close to a 40% was when the best DG player went 5-0 at a small noncompetitive tournament in a weekend with few players and they still only got a 36% winrate there. Their current overall seasonal tournament win rate is the second lowest at 33% just above Votann's 27% (via the meta Monday report). They're the second worst army in the game.
Death Guard are absolutely Trash Tier alongside Votann & Tau
Problem right now is, a tiny few DG players are doing really well in events with less than 20 players, and that's entirely skewing the overall results, as almost no one is taking DG to the bigger events with 20+ players. (…let alone the events with 80-100+ players, where DG just get laughed out the door)
Honestly, any event that's under 20 players should just be tossed out when analyzing the data, as those events are just too damn small a sample size… they're also far more prone to examples of, "giant shark in a wading pool", where one or two high caliber players can steamroll through what is more than likely a more casual crowd and/or much younger players.

I respect a lot of your placements, as they seem in line with the current stats but I genuinely dont understand how you placed DG in any position other than garbage tier.

I am new to 40k and I am looking to build my first army. I am looking into the World Eaters. Anybody have any thoughts on that? Also, I have no idea how to play yet lol
Space marines have such a deep roster…who the heck is gonna buy every space marine model just to swap them around each balance slate?
DG fix: turn off all rerolls within contagion OR Ignore Invuln and FNP.
CK Fix: undo the points cost increase, and Doom & Darkness is available from T1.
I'd argue that the one thing that keeps Tau out of the Bad tier is the fact that there's one build (Triple-CIB Crisis Spam) that seems to somewhat function. However, that doesn't speak well of GW's intended strategy of "there shouldn't be one best weapon pick in an army", and ironically, it's a plasma-style weapon.
I mean look, i get what you want to say with your tier list. And thank you for your opinion. However: why on earth would ANYONE want to play an Army that doesnt have the Slaanesh Keyword in all of its units? Why even play the game in the first place if not for Slaanesh? Youre all weird people out there. I give you an OBJECTIVELY GOOD tierlist:
S-Tier: Chaos Space Marines (with Slaanesh Keyword), Chaos-Demons (With Slaanesh Keyword), Chaos Knights (With Slaanesh Keyword)
Good: Drukhari (cant hate those guys, they know how to party, i still want their souls be with their TRUE god, after all, its only in their best interesst)
Meh: Anything with Tzeentch as Keyword (hes a cool dude, a bit too nerdy. But much better than that red barbarian and mr. stinky)
Bad: All other armies in the game

From what I can tell, tyranids are entirely held up by the biovore scoring shenanigan's. Once thats gone they will probably be in that meh teir talk about a worthless army ability
Quick note about Astra Militarum, what was supposed to be the primary order issuer for tanks, the Tank Commander, is beyond broken, can't give order to itself, only comes with a single order baseline, has a shoot on death ability for some awful reason and is really expensive.
Meaning the only way to field a tank army for Guard is to drag Lord Solar along with a squad of infantry and a command squad, otherwise they hit like shit.
Why is DG not at bad tier? Unless I missed something they're below AdMech and Sisters in win%.
Unless the idea is that AdMech/Sisters are being artificially inflated by Imperial allies and they're actually worse than their WR% suggests. I'd buy that argument, but I still don't think it bumps DG up a tier.
Votann are in a sad place right now. We need a much easier access to JT or better stats to compensate.

Currently 3rd from bottom. Too slow, too expensive, the detachment rule and army rule COMBINED is only FOUR SENTANCES LONG.
Not to forget SWEEP AND CLEAR makes DG unique stick objectives rule completely pointless.
I'd bump Black templars down a notch from good to fine. They run into a lot of the same issues as world eaters as a melee army in a shooting edition. Their unique units are very good in melee, and they do have access to the rest of the space marine line, but on a whole I think they are doing a bit worse that the boys in blue.
Im a bit confused why you listed Tau in the High Meh category, we are struggling heavily, and are the second lowest win rate (out of full factions) in the game. I would love some more thoughts on this because Crisis Suit spam isnt something ive seen any list win with, instead ive only seen lists using maybe 6 suits top.
I'm starting Eldar this edition, but it's not by any means a meta list I'm going for. I'm starting a Saim Hann biker force with back up from a few squads in transports. I'm not taking any Wraiths though and no Fire Prisms. Mostly just going for stuff I'm into like Maugan Ra, Jain Zar and their relative squads, a Death Jester, Solitaire and then either a Troupe in a transport or some mech Harlequins stuff.
The bulk of my army will be a 9 man squad of Windriders with Farseer and Warlock ,and then 2 x 3 Shroudrunner, and 3 x Vypers, as well as the Falcon and Wave serpent for my Reapers and Banshees, and then led by an Autarch wayleaper.
It likely still could be decent in the current edition, but not half as busted as Eldar can be. I don't play competitive, so it's important to not go overboard.
T'au's Range is like other Factions hahahah.. they are not the best Range faction as of now.
if they can be buffed then it will be fine mechanic, but i wont expect it since GW RnD is trash hahahahah

As a Chaos Space Marines player, I don't understand why Deathguard isn't given the love they need, to be good. Thousand Sons are great but need a Melee threat unit. World Eaters I think are just fine, I personally would like a special rule to give their Rhinos a version of "Assault Ramp". CSM proper is great.

13 Wardogs for Chaos Knights is such a good list and doesn't warrant them being placed so low. They have some awesome power and overwhelming presence. Especially with their stratagem to ignore models and terrain.

Admech: Calling Rad Bombardment "the worst in the game" is such a garbage take I had to walk away from my computer. You are aware that there are several detachment abilities that won't come up over the entire course of the game, right? Rad Bombardment means that either every unit in your army takes damage, which can lead to you starting the game 100+ points down easily, or prevents things like sticky-ing your backfield objectives or literally turning off the Imperial Guard's Faction ability. Its not a "win the game" ability, but it will do something and you don't have to do anything special to use it; it just happens whether you even look at your enemy's models or not. Admech units are also not "extremely overcosted" they are only maybe 5-10 points per unit overcosted. No offense, but its really obvious that you've gotten your information on the faction entirely from the members of r/AdeptusMechanicus who have exactly 0 hours gametime with 10th.
I'd give Admech overall a C, mainly because they are slightly overcosted and the melee units are underwhelming.
Death Guard: I'll just say it, Death Guard were buffed going in to 10th and anyone who thinks otherwise has no idea what they are talking about. Yes, they lost an ability that maybe came in to play 10% of the time, but compared to their peers they are actually under costed. Units like Plague Marines are just plain better than Chaos Legionaries and most types of Intercessors while not costing any more. In fact a Plague Marine costs the same as a Legionary despite literally just being better. Gifts of Nurgle is probably one of the best Faction abilities in the game; -1 Toughness really lets Infantry Weapons shine, from Bolters wounding T3 units on 2s to Meltas wounding Rhinos on 3+. On top of that, Sticky-All is great and means you basically never should stay still, and even the Cultists have Nurgles gift and sticky. In fact, DG Cultists are the best in the game as they get that Aura and a Scout move, meaning they can snag midfield objectives and debuff enemy units in Turn 1.
I'd give Death Guard a C as well, though probably below Admech due to the speed.
Imperial Guard: The Guard does not at all have any difficulty holding objectives. Not only do Cadian Shock Troops Squads have Sticky objectives, but a Death Korps of Kreig block with a Primaris Psyker and Death Korps Marshall is insanely tough. With an Order they can have a 3+ Armor save with a 4+ Invul and 5+ Feel no Pain and regenerating D3 models per unit per command phase. Once one of these blocks claims an objective you aren't taking it away from them. The Superheavy tanks are okay but aren't really standout, the Rogal Dorn is the star of Guard Armor. However, you aren't running armor with a Lord Solar, and you aren't running the Lord Solar without a Body Guard squad and a Platoon Command Squad, making even the most efficient Tank list still take heavy tax units. On top of that, everything besides the Infantry is wildly Overcosted, with most Tanks being 20-40 Points too expensive. The Reinforcements Strat is really not that great since the unit that comes back gets no Character Support and doesn't get orders unless it stays alive again for a full additional turn. Because of this you're basically paying 2CP for only a bit of chaff. On top of that, Guard Strats are garbage other than the niche that is Reinforcements and the ability to issue an order in your opponent's phase, and you'll probably never take 3 out of the 4 enhancements unless you really can't find anything else to do with those last few points. The fact that Orders go away with Battleshock, which is actually kinda easy to do, and the fact that Born Soldiers doesn't work if you move and you can easily have large parts of your army not benefiting from anything not on their datasheet. No faction rules, no detachment abilities, just datasheets.
Quit painting my Votann when 10th hit. Now I'm thinking of selling them. They've just been dicked over since they were a thing.

I had my opponent Grey Knight player slightly force to stop using their teleport mechanic once this edition as i simply had no way of countering his style of removing almost all units from the table at the end of his turn and than removing his only reachable unit at the end of my movement. At least he understood why i forced it as it was pretty one sided. He still got the win afterwards but the game was saved.
I think such mechanics are rather stupid.
You are dead wrong about the space marines. there are alot of chapters that are below 45% space wolves, dark angels are way below your Fine tier armys.
Guard and Tsons need to be up a bracket imo and with the right terrain World eaters up a bracket as well. Just my opinion and experience.

Try playing into a breacher list, they are STRONG, that alone should push ad mech higher. But most people dont have 18 breachers, so doesnt help most.
As a tau and sisters player, this edition has been terrible so far. 😢

Its odd that Tau isnt in the bad tier when their win rate is the lower than Ad Mech and Sisters. Spamming Crisis Suits just isnt going to be the long term build for Tau if GW fairly applies its new 10th ed rule of variety in each factions. Add to that Tau will struggle with any other build and even with the standard build killing yourself 33% of the time.

Desolators are not best indirect. 1 dark reaper tempest launcher (75pt squad) is just as good. Ignores penalty to hit (even if moves) and is ap-1 (as good as ignores cover). So twice as points efficient.
I disagree with one thing : although it's true that votann are by far the worst army in the game currently (with a 27% wr in tournaments), death guard are not far behind them with a 32% wr. They're bad, not "meh", just plain bad really.
Video idea: faction tier list but for a teams format. When you or your opponent can try and force match ups and your team can only bring a single faction once, etc
Every melee weapon apart from ‘close combat weapon’ should just go up by 1 strength. Space marine fists have the same strength as chain swords…
