Honestly, I would say to just deliberately sink the Lithuanian ships deliberately at this point, just to put them out of their misery.
yeah, they need to change the encounter generation algorithm, I think. Not only because of the damaged ships being included repeatedly, but mainly because there is no reason that you couldn't use your BC's and such just because the enemy only has CL's and DD's. They must have changed something because I certainly remember in earlier campaigns when "cruiser killer" BC's got plenty of action.
Those 4 transports must have been carrying gold or vodka to be that heavily guarded.
Do surrendered transports get repaired and put into your service?
I would like to give you an update on the war, but it is the same old song and dance as we continue pummeling the dumb Russian ships into the bottom of the ocean. Meanwhile, Admiral Munro is politely asking the Russians to, “send more ships so that we can pummel them as well whenever possible”.

No. Merchant crews in those conditions cannot shoot that accurately.
Just no.
Perhaps don’t expose one ship to gunfire from over a dozen enemy ships, merchants though they may be.
Instead, when you sight the last few ships in their convoy, slow down and match their speed until you sink those, then accelerate until you see a few more, and repeat as needed.
Perhaps make this offer to Russia: you design a battleship, I’ll build a few and sell them to you, and then we’ll fight.

You'd need iron stomachs and magnetic boots at that point, just so as not to be thrown out of your station! That, and puke-buckets for every sailor on station.

I think you should consider turning off the Light Cruisers' secondaries right after going into battle to prevent the issue of main guns not firing when secondaries are. Could eliminate most of the damage as your ships can eliminate the Soviet's before they get damaged.
For some reason, I really felt like you had more CLs. But I’m glad to see they’ve finally started shooting like they should.

Standing Up for Herself
It must have irked the Tiong-hāu of the Suihua to have to withdraw before four newly built Abrek light cruisers to protect the two Lithuanian Yangjiang class gun cruisers Feicheng and Zhuzhou because of their damaged condition. But confirming that the Soviet Navy was still pouring ships into the Western Pacific was still vital. So when the Tiong-hāu detected two of the four Abrek cruisers he had run from the month earlier during a storm in the Sea of Japan while leading a division of the Suihua and the Wulidian class destroyer Bijin he was more than ready to accept engage the enemy.
With waves crashing, lightning flashing, and thunder blasting he led the Bijin straight for the detected enemy until they appeared in the storm. With the weather shaking the ship the Tiong-hāu orderd the gunners to hold their fire until they were certain of making hits. The Suihua and Bijin shifted fire from ship to ship until each was crippled. The Kapitan Saken was sunk first, going down from flooding and takin 432 officers and ratings into the sea with her. The General Kornilov followed quickly after, 421 desperate men swallowed by the sea.
Initial reports stated that 31 men were lost by the Suihua, but after recovery efforts twenty-two men who had been swept overboard during the storm were rescued, along with an amazing 175 men from the two Soviet ships.

The Survivors of the Gong
Four Abrek cruisers that survived the battle of Tatarskiy Proliv in October, and saw off the Suihua in November, came to their end in December. The Karamay and Wuhu were on patrol in the Sea of Japan with the Lithuanian ship Zhuzhou when they sighted four Soviet ships. Detaching the damaged and undermanned Lithuanian ship, the Karamay and Wuhu closed on the Soviet battle line. While the Boyarin, Diana, and Novik maintained their line ahead of the Chinese advance the Griden attempted to flank the two ship and was able to get flooding hits fore and aft on the Karamay. The Wuhu and Karamay concentrated their fire on the Griden and sank her with all but three of her crew complement of 514. The Tiong-hāu of the Karamay recommended that his ship fall back to the rear position of the battle line but the Siáu-chiòng aboard insisted the Karamay hold her place and to fire her guns in salvos rather than individually by turret. The fire became more effective and the Karamay and Wuhu sank the Boyarin with 480 of her crew, then the Novik with 442 of her crew, and finally the Diana with all but seventy-two of her crew. In all 181 Soviet officers and ratings were pulled out of the sea. Losses for the Karamay and Wuhu were initially reported at 35 but later revised to 16.
27:35: These were two of the destroyers that tried to ambush the Gong and Wulidian. They don't deserve consideration of 'fairness'.

A Month’s Reprieve
Two Yastreb class destroyers, the Prospeshnyi and Shchastlivyi, which escaped the failed ambush of the Gong in October in the Tatarskiy Proliv, where trapped against the western coast of the Land of the Morning Calm but seven Wulidian class destroyers, the Jiayuguan, Xinlitun, Zhenzhong, Jinyu, Zhengzhou, Bijin, and Zhendong. The Chinese ships immediately closed on the two slower and more poorly armed Soviet ships.
The Jiayuguan opened fire first, damaging the enemy fore and aft, and made the first torpedo launch which the enemy dodged, just as the Jiayuguan dodged the enemy torpedoes. She did however suffer a hit that destroyed her main tower. The fire from the Jiayuguan sank the Shchastlivyi from flooding which took 249 of her 293 man crew down with the ship. The Prospeshnyi launched another spread of torpedoes before turning turning away, but under fire from the battle line she took a flooding hit, and with her insufficient flooding protection she sank with all but thirteen of her crew.
Casualties for the Chinese ships were only five men, two of whom were treated and returned to duty.

Relief Convoy for Sakhalin Island
The Abrek class light cruiser Yaryag, which survived the battle of Tatarskiy Proliv against the Gong, was leading a critical convoy of four 7 thousand ton transports bound for the port of Okha on the beleaguered island of Sakhalin accompanied by eight Yastreb class destroyers also from the ambush of the Gong; the Izyaslav, Bravyi, Del'nyi, Korshun, Moschchoyi, Razyaskhchiy, Zhivoy and the Yastreb herself. To stop the convy in the Sea of Japan the Siáu-chiòng commanding had the heavy cruiser Hunan, the Yangjiang class gun cruiser Wuhu, and two Wulidian class destroyers, the Manshuiwan and Qilong.
The Siáu-chiòng, noting that destroyers have less opportunity to do damage when cruisers lead the line of battle, set the Manshuiwan and Qilong first, followed by the Hunan and Wuhu. The ships closed on the enemy in a calm sea only to have their formation broken up by the massed torpedo salvos of the Yastreb’s. The Hunan avoided all but one torpedo from the Izyaslav but that proved to be a dud. With the torpedo wave passed the ships turned back to engage the enemy. A 9” shell from the Hunan sunk the Zhivoy with all but seven of her men. The Manshuiwan and Qilong were ordered to retire from the battleline having suffered flooding damage just as the Razyashchiy was sunk from flooding with 240 of her crew. The Yastreb sunk next, again from flooding hits, and took 242 of her crew down with her. The Moschchnyi took 261 of her crew with her when she sank. The unlucky Izyaslav sank next, her flooding taking the lives of 249 of her crew.
The Wuhu sank the Bravyi by destroying her engines, hampering damage control. The Bravyi sank with 258 of her crew. After a pounding the Del’nyi sank after taking a 5” shell from the Hunan. 56 of her crew survivied. 5” fire from the Hunan destroyed the main gun turret of the Korshun and set her to flooding. 9” shells followed, destroying her funnel and her #3 engine which left her vulnerable to flooding. The Korshun sank with all but nineteen of her crew. Only the Varyag remained.
The fire from the Hunan’s 9” and 5” guns pounded on the Varyag, destroying a main gun, setting fires, and causing flooding. Even 2” shells beat down the Aberk class cruiser, and she sank with 484 of her 514 man crew. In all the Soviet Navy lost 2531 officers and ratings killed or lost at sea, and 327 rescued from the water and taken prisoner. The Chinese Republic Navy is reported to have lost 18 men.
But the mission wasn’t over yet. The four armed transports had used the time the Yaryag had given them time to flee, but their smoke was still visible to the two Chinese cruisers. They closed on the convoy and the Hunan began to fire on them from range with her 9” guns. The four transports, unable to return fire, were sunk in turn. In all the Soviet Merchant Marine lost all but six of their 200 men aboard, and the Soviet Union lost another 29 thousand tons as well as vital supplies for their army on Sakhalin.

Lonely Patrol
While scouting alone in the Sea of Japan the Wulidian class destroyer Manshuiwan, on her first combat mission in nine years, sighted the smoke of a Yastreb class Soviet destroyer, the Pronzitelnyi. On her first salvo she hit the Pronzitelnyi, and in thirty-one minutes she had sunk the Soviet ship, recovering only thirty-five of the Pronzitelnyi’s crew while taking no damage or losses herself.

Terrors in the Mist, Part 2
The first ship to report actually sighting the enemy saw a light cruiser, probably one of the feared Chinese gun cruisers, closing from astern before disappearing into smoke. The Isaak-Viktoriya reported taking hits while the Gromobol claimed to have made a hit on one of the enemy ships and driving it off. The Isaak-Viktoriya reported being on fire and losing her aft gun before going silent. The Tri Sviatitelia reported seeing torpedo tracks in the water and taking fire and water. She went silent, having reported taking hits from multiple ships. The Krokodil reported being on fire and taking multiple shell hits. Many of the tranports reported hitting enemy ships with their 2.7” guns. Others reported losing sight on the enemy ships in the mist. The Pavlin reported taking hits and flooding as the Rurik reported sighting the enemy on another baring. The Rurik began to take fire, she was flooding and her rudder damaged when she lost her main gun to a massive hit. Shells kept pounding her, damaging her just repaired rudder. The Rurik reported that flooding was uncontrollable as she went silent.
The Krokodil then reported that the enemy had again found her, and she had lost her main gun and was flooding before reporting she could see the enemy coming out of the mist. The Gromoboi reported being hit, having lost her main gun, having her magazine explode, flooding, and being on fire. The Gromoboi then reported that another ship was firing smaller guns at her at a high rate of fire, tearing through her sides and tower, yet claiming she got two hits on the enemy. The Gromoboi reported flooding and went silent. The Krokodil reported once again being under attack by a second ship firing smaller shells, and losing a main gun. The Krokodil signaled her desire to surrender and a heavily accented voice ordered to cease power and vent her boilers. Fire on her stopped immediately.
The Kapitan Kern reported coming under fire and taking flooding. Her rudder was damaged. The Pavlin reported taking a hit and flooding forward, then losing her forward 4.4” gun. She was hit again multiple times and lost her engines. The Kapitan Kern reported her #1 engine damaged. The Pavlin reported she was going down and went silent. The Kapitan Kern reported seeing the Pavlin sinking just as she too went silent.
It was now eighty minutes since the battle started, and three ships remained on the air. The Rossia, Deprt, and Navarin. The Rossia began to take fire from astern, and began to flood. Then the enemy’s guns went eerily quiet. Minutes later a rattle of gun fire broke through the mist, damaging Rossia’s rudder. Repaired, it was damaged again as small shells peppered her hull. The Rossia lost her 4.4” gun forward and then her 4.4” gun aft. With a hellfire rain of shells slaughtering her crew the Rossia signaled her surrender and vented her boilers. The Derpt quickly followed suit. The Navarin now was the target of massive numbers of shells coming in from her stern. Ninety-five minutes into the battle she surrendered.
The Batum was lost without a report.”
The Between Heaven and Earth Pao has request information from the Chinese Republic Navy about this action and the ships involved. They inform us that the Wulidian class destroyer Jinyu, acting along, found and sunk the Bedovyi before chasing down the convoy and sinking nineteen ships. Seven Soviet sailors and 318 merchant seamen along with four transports were captured. The merchant seaman, having been aboard armed transports that made resistance, are being held as prisoners of war.
