  9. Don't believe for a second that they just stopped him for a chat and gave him a warning. They obtained his driver license, ran him for wants and warrants, checked his eyes for signs of drugs or alcohol, smelled him and his vehicle to see if they could detect an odor of drugs or alcohol, looked inside the vehicle for weapons, paraphernalia, etc. They are using the license plate light as a legal pretext in the hope they find a felony, because that is how they get their stats and approval from their bosses, just like a salesperson gets noticed by making sales. It's all about compliance (power & control) and the felony arrests for cops, not the public good, despite what they might say.
