My game is bugged. I am always in a habit to explore around before doing quests (so that I do not have to stop every once in a while to check things along the way). In doing so, I already came across the area where the ballista are located. I played around and used it.
So now I am on the Heaven and Earth Mission, Seyka is just standing at the foot of the incline (right after checking the machine that got hit by the ballista). I am done for now and will have to check again tomorrow.
