I don't think it is as bad as you think it is :P.
I'd say you probably want a base income of at least 1500 raw materials that is not converted (for upgrading towns reasonably quick).
And the rest is pumped into armaments – which let's be honest you get a 150 from the base tier and 450 from the top tier.
Then you want to have control in every province so you can get 5+ 2 from other provinces (on top of the +1 from tech and +3 from tower) which will land you in-between 13 and 19 control (should be enough to offset slave public order?)
So, in the long run I think you may want to have extraction and production equally split between provinces. It sort of depends on how much extra +order you can get from tech/set items/skills factionwide
the number on the unit card with 8 or 12 in the video, means it costs 8 or 12 armament in upkeep pr turn, the reason why it says total upkeep is that its possible to have more than one bonus on a unit. the reason why it only says total 8, is becuase the only upgrade you have on the unit costs 8 armaments.
