It would be very very very very very very very very very very very tedious, even if it worked, but have you tried building pedestals and assigning the objects to those pedestals? Maybe you could then de-assign them and get them in the library.
Have you tried drowning them and /or encasing them in ice?
Why are tarven and library the same building?
perhaps for your unavailable scrolls, you could flood that area, wait for it to freeze. mine the ice and they'd be yours when they're exhumed?
My idea for the scrolls would be to put a scroll stockpile on top of them(2×3 area) and set up another stockpile close by which is set to take items from that stockpile. You might have already tried this, but its what i usually do
Maybe try covering more of the water with floors to get to the scrolls? Maybe that extra distance is causing prioritization issues somehow.
