Go figure taxes are really important.
Fun fact: special areas like parks, industries, and campuses generate so much revenue that there is some sort of hidden algorithm that decimates tax revenue. At the extreme end, that is, when your special areas are pulling in six figures per week, tax revenue is crushed by 80%. At this point taxes barely contribute anything, and you probably won't notice their absence if you shut them off.
A real tax free city has never been tried!

It's always interesting in these type of games, that you can lower taxes to zero, and corporations and industries won't move in. I guess massive corporations and industrial giants want to pay taxes, and aren't interested in tax-free havens. Who knew?
