From Cleveland to Buffalo do they have winter rescue equipment? Snow Cats and arctic wear? sleds? Why not? What about storm rescue training? The City of Buffalo should be held accountable for the deaths. For poor storm preparations. The Mayor and Governor both should resign. They new the storm was coming and didn't evacuate the regions affected.
