If you have a block that activates when a car goes by, couldn't you have one of those connect to wireless Redstone that turns off the track on a timer then turns it on again? And since it happens at the bottom and top simultaneously with the same timing, it shouldn't disrupt anything
Since the cable cars can send redstone signal, maybe the rails where people can get on could be unpowered by default and then when the car passes by, they get powered after a few seconds of delay.

I love that one of your favorite Christmas movies is the polar express its a tradition for me I love the movie glad to see that other people are enjoying the trains!.
Definitely make it faster for most of the ride so you actually use it, and slower at the entrance/exit.
I think you can make it stop with an inactive powered rail and wireless redstone button pulse-activate it. If you set same frequency to all stations, when you press the button, it would activate every minecart in every station, so there would be a cart that ready to ride waiting in each station.
By the train tracks you can use the thing with you can do big clocks it will make it horizontally
you could use wierless redstone for the openinng and closing of the dors
