Does anyone else think it's a bad idea to mine Helium-3 from the moon? I mean logically that's where this may lead. The lesser the mass of the moon, the less gravitational impact it has on earth, sea levels, etc.

Attempting to install settlements on the moon incurve's several risks. Radiation from the Sun and meteor and meteorites. With no atmosphere or magnetic field it would leave everyone open to radiation or being struck by objects that would fall on the Moon which usually burn up un the atmosphere of Earth. Even with finding usable water there things would hard if not impossible to build surface dwellings considering what could happen to those surface dwellings.
