Ha. Sorry, I should have been more clear, the Lumeris OFFERED a trade agreement. I just wanted to comment on them because of how the AI almost never actually interacts with the System Trade mechanics
So, what happened with the System with the Lumeris Outpost that you attempted to out-compete is that because you're at Peace with the Lumeris, your blockade didn't reduce the growth of their Outpost. You were guarding it from someone else attacking them, in fact. Blockading them was generally the right idea, but.
