First , putin doesn't care about the Russian soilders in front line. That is why putin push those criminals to war coz they are expendable.
Second, putin are losing the war.

Don't Russian generals have any sense of honor? They understand that a dirty bomb is a crime against nature as well as a precursor to a nuclear exchange. They must weigh potential gains vs certain costs. There is no profit in it for Russia. Who will buy agricultural products from Russia after its land is poisoned? Nobody. Generals, do what you must to save your honor, respect from nations (including the U.S.) and the safety and health of the Russian people.
