Orion isn't reusable because there's no monetary incentive to do so. That's why SpaceX is such a boon to the US space industry. As a private company, it has a financial incentive to re-use rockets. With that cost savings, it can underbid larger contractors. But US Congress being what it is, they slide contracts to Lockheed (and others like Boeing) to keep people employed in the districts of US Representatives. And these contractors milk the golden goose for every penny they can.
Scott, you forgot one thing when talking about narrow spectrum lights. We used Sodium Vapor street lights for decades. they emit a near perfect 589 nm wavelength light. you can even look at old photos of berlin when half the city was lit with more modern lights, and the other half still had sodium lights
With regard to hopping a SuperHeavy from Boca Chica to Florida, would it help any to use only some of the Raptors (not all)? Maybe with a longer burn, but less thrust and maybe with the ability to limit the velocity.

As per using Methanol down here on earth, one of the main concerns is Water Contamination in case of a spill. Granted one could make the argument that it is the same as/better than regular petrochemical fuels, but the concern is valid nonetheless.
My thought on light signatures was sodium vapor lights. That's a narrow bad emission, and all over the earth (compared to runways anyway) the lights are generally pointed the wrong way, and probably not intense enough anyway.

I’ve done the math of fully loaded Super heavy booster with a cone cap .It can do the reentry burn with about the same velocities to the falcon nine. Just kidding. I made that all up but it feels right.

Cargo Dragon should now have an active recovery, and perhaps escape, system on launch. Elon said that it would after the CRS-7 loss.
