I would like to correct the claim that someone cannot be a refugee in their own country. The UNHCR has precisely specified definitions for internal and external refugees, so yes it is possible for someone to be a refugee in their own country. Such people used to be referred to as displaced persons, but now the UNHCR defines them as internal refugees.
