You can't split fire and activate double oath of moment with one unit's shooting. All shots are considered to happen simultaneously, so the 2nd oath can't be triggered by the unit that shot and destroyed the first target. It's been specifically faq'd in the space marines update 1.4
Telepathy would have more use if mods stacked like they did in 8th.
