Why was Williams dna only added to the system after he had a parole violation, he obviously had committed crimes to begin with to be given parole so why hadnt his DNA added when he was arrested ? So backwards!!!

Nearly all women that are unalived are at the hands of a boyfriend or husband. that'd why they're always the prime suspect.
