I think it would be cool if you diverged your culture adding Bureaucratic Ethos, Scholar Court, Maritime Mercantilism, Seafarers, Sorcerous Metallurgy, Castle Keepers, Philosopher Culture, and Parochialism. This would require a lot of Prestige which Hunts, Feasts, Tours, Tourneys, etc. can provide. But would enable you to make a dope pirate-administrative Neo-Valerian Culture.
I think it would be best to colonize the duchy of the Isle of Valeria and make it the capital of "The Basilisk" first though. This series is rad 🤙🏿🍻
