Of *COURSE.* Ross hates things that he can't control and wants to either eliminate, or bring under his personal control, like the Hulk(wanting something similar to Hulk's power is something Ross has been wanting secretly for years) depending on circumstances of course.

Hmmm…not sure im buying that Ross and a leaky pen is what started this fungal zombie outbreak. I see no reason why Ross would want to turn everyone into fungal plant zombies outside of it being a part of some hare brained scheme to bring everyone into a hive-mind deal with him as the top mind, thereby gaining an army of totally obedient soldiers millions strong.
Assumption 1 – The ink might've been a chemical that would make Stever Rogers completely obedient to Ross following his transformation, which would let Ross command the hordes through Steve. If this is the case then Ross is clearly having a hard time retrieving Steve or is getting ready to fetch him.
Assumption 2 – the outbreak was intentionally caused by Ross (somehow) in order to wipe out the superhero community which would be believable given Ross's hatred of costumed crusaders – specially the hulk. This would make sense given the fungal zombies are blobbing together, so it wouldn't shock me if Ross is getting ready to nuke manhattan off the face of the planet, specially given how many major events have occured in that city.
Assumption 3 – shot in the dark: the outbreak was caused by Ego the living planet…somehow xD

Avengers Assemble? That would get Cap there all right, but it gets every other zombie Avenger as well! You should have said, “Hail Hydra.” That would get Cap and Cap alone, as I'm pretty sure not even a Zombie Cap could resist beating up on Hydra. For even more of a lure, you could play in the Red Skull’s voice.
